I think the people suggesting existing blogging sites that support unicode/chinese are missing one small details. If too many Chinese bloggers use those sites, they will simply be banned within China, and they will no longer have access to them. The idea of distributing the blogs across many hosts reduces the chances of that happening.

Overall, great idea.

As an earlier guest commented CCCP does offer free web hosting (no longer taking new clients though sadly), but I have a server with them and can host some/alot of blogs. Email blogs@lp-musix.net

Edit: The California Community Colocation Project does not currently accept new server installs, however they do accept new website hosts, virtual servers, and email/etc requests]

Sounds reasonable, though it may make sense to expand this to encompass any potential blogger from any country who could be at serious risk for expressing their personal opinions. China is not the only country that restricts personal freedoms to an extreme.

Also, I just do not want to run MT or WordPress. I have a custom blog system that is (1) well-tested, and (2) already provides blogging services for two distinct domains.

Speaking of which, I did not read too closely, but I'm assuming that we'd likely be running a separate virtual domain of some nature. I have no problem with the blog being located on my main server, but it may make sense for the blogger to have their one domain.

What about blogger.com sites and the such? Services like these are pretty anonymous; though I suspect the answer is that a more anonymous personal site may be more accessible through the Great Firewall of China...

I'll give it some thought before committing.
